I’m sad I had to leave him at the shelter

He was super happy to see me. Everyone went by him- barely any reaction. When I went by him his tail wagged so hard, he was jumping, super happy, crying. I feel sad I can’t adopt him. I live with my parents which is why and I was just looking at the dogs today but now I’m heartbroken because he lit up as soon as he seen me like he chose me I can’t
