Can someone explain Dog behaviour?

My aunt has has a dog she adopted from a shelter. Generally furry and friendly. Question is: whenever I pet her from above, she freezes and lowers her head, ears and tail. It looks like she is scared/nervous, but whenever i stop petting her she starts poking me with her nose until i continue. Belly rubs are always acceptable. Is this just a weird dog?
