What do you think of this behaviour?

A little background: She's 9YO, adopted 2 years ago. Spent 5 years in a cage in the shelter with very little time outside of it. She's always been weird with water, like she's trying to kill it. She can be doing this for more than an hour getting anxious and biting non stop. What do you make of this?
