Can someone tell me what this is

My parents rottweiler had this since 2 weeks. I had gotten home yesterday and saw him like this. It isnt painful when i press around the bump. The guy seems chill too. My mom said it cant be a bee sting or else he would be sick. Can someone please tell me what this is and what I should do.
