Help identifying this toy?

My boy was abandoned with a dog sitter along with all his stuff when he was a puppy. This toy was one of those “accessories” that got passed to us when we rescued him. He absolutely loves it. The foster had no clue what it was and I haven’t seen anything that exactly matches it in the 5 years we’ve had him. It’s very hard and much more solid than hooves or horns that we’ve seen in pet stores. Any thoughts?
