Why is my dog doing this?

Currently dog sitting and he starts to act like he’s high? But we know for a FACT he did not get into any weed. Our eyes have been on him all day. While on all fours, he’s swaying in a circular motion. His mouth also hangs open and his nose is dry. Only happens in evening. Was playing and happy all day long. Anyone know what’s up?
