Shelter dog

He is a dog I got on Oct 1 from the shelter. He hides under the bed when I go near him. He leaves the bed area to eat his meal and to eliminate. When I go near him, he runs under the bed. I have tried to give him treats, play toys. He comes near me to smell me and runs away
