Found a pooch in North Atlanta and don't know what to do.

I found this adorable black lab puppy that is super clean and has a brand new collar on him but no tags. I don't really know what to do with him. He's super friendly but I just have him in my back yard and called 311 but they don't know when or if they will be able to send someone.
