Anyone else's dogs do this?

The malinois is a Ulrich and the mutt is poopup.

Poopup is 3 years old Ulrich is 1 year old.

Just curious if anyone else's dogs do this, and also what I could do to make him quit because I'm pretty certain he's annoying her
