Peeing and pooping in the street or in the soaker

Hello

Almost two months ago we adopted a bully from a pound. The poor guy was abandoned on the street and a patrol car picked him up. He must be about 10 months old now.

We are delighted with him, but we can't get him to relieve himself in the pads or wait until we go outside.

The soakers destroy them, and in the end they end up doing it in other places.

Any advice will be welcome, thank you
